  2. Establish an institutional community extension services database that would generate the information needed as input in developing policies, systems, and strategies.<\/li>\n\n\n\n
  3. Institutionalize a culture of community service through an effective system of social awareness and the involvement of all stakeholders.<\/li>\n\n\n\n
  4. Establish networks and collaborative linkages with government and non-governmental agencies with expertise in community organizing and development.<\/li>\n\n\n\n
